    Buying a home in England and Wales can be very stressful. A seller can agree to sell their house, then change their mind weeks later because someone offered more money. This is called gazumping, and right now the disappointed buyer has no legal protection. The government wants to change this. New plans would introduce binding agreements much earlier in the house sale process. Once a buyer and seller agree on a price, a contract would make the deal legally official. If either side withdrew without a good reason, they would have to pay a financial penalty. Sellers would also need to prepare sales packs with important details about the property before the deal can be signed. The reforms are planned to come into effect by 2029. They are similar to a system already used in Scotland, where accepted offers are already legally binding. Supporters say the changes will make buying a home faster and fairer. Some people worry, however, that preparing all the paperwork could slow down how quickly homes appear on the market.
